Possible causes:

System date and time settings may be set incorrectly (Incorrect system clock is the most likely cause of Error: 80048820).

softpub.dll may not be registered on the system.
-
Incorrect proxy setting for Internet Explorer.
-
Security settings may be blocking MSN Messenger.
Correct date and time settings:

Double click on the clock in the taskbar and make sure that the computer's clock shows correct date and time
Register softpub.dll:

Click Start, and then click Run.

Type regsvr32 softpub.dll and then click OK.

Restart MSN Messenger.
Remove any Internet Explorer proxy server settings:

Launch Internet Explorer, and then click Tools > Internet Options.

From the Internet Options dialog box, go to the Connections tab.

Click LAN Settings…
-
Un check the Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections) option

Check the Automatically detect settings option
-
Click OK and OK again to close Internet Options dialog box
Adjust the security settins of Internet Explorer:

Launch Internet Explorer, and then click Tools > Internet Options.

From the Internet Options dialog box, go to the Advanced tab.

Scroll down to the Security Section.

Clear the Check for server certificate revocation check box.

Select the Use ssl 2.0 check box.
-
Select the Use ssl 3.0 check box.
-
Click OK to close Internet Options dialog box.
